The ability of emergency responders, humanitarian and reconstruction personnel to respond quickly to crises or even in day-to-day operations is hampered by the difficulty of managing real-time data flow between field and headquarters personnel. Real-time decisions must often be made with very imperfect, even incomplete, information at hand, and what information is available may not be aggregated or compiled in a way to make analysis meaningful. In addition, all too often data collected from the field is relayed in piecemeal fashion, via simple telephone calls over cellular or mobile satellite communications links, making the process of collecting and analyzing data not only more complicated, but more costly.
